    The European Water Framework Directive 2000/60/CE (WFD) aims to achieve a “good ecological status” for surface water, both inland and coastal water, for transitional waters and for groundwater, by:

     

    • The administration (conceived as both planning and management activity) of river basins, that Member States were due to assign  -individually or in groups-  to a River Basin District by December 2003, taking into account the balance between the availability of natural resources and sustainable uses;
    • A gradual recovery of the costs of water services, considering their social and territorial distribution (abstraction licences, tariffs and water bills);
    • Access to information and public participation in water management authorities’ activities.

     

    According to the WFD, public participation is an essential requirement to achieve the correct and complete implementation of the Directive itself.

     

    However, how the social actors and interested parties can be identified? Which would be their tasks in the construction of river basin management plans, participatory issued, and therefore effective? How the participatory processes can take place? What has to be expected from their effective functioning? At which stage of the implementation process are we in Italy?

     

    The Congress follows a previous meeting regarding the WFD organized in October 2003 by IEFE Bocconi, Gruppo 183 and Legambiente.

    It aims to:

     

    • analyse economic, legal and institutional aspects of public participation and focus on case studies ongoing or scheduled in Italy;
    • issue a proposal to be presented to the National Institutions’, academics’ and organizations’ representatives.
