Spain abandons the initiative to adapt its law to the WFD.
Spain’s Socialist government has dropped plans to change the current Spanish Water Law in order to fully adapt it to the EU Water Framework Directive’s requirements (adequate water pricing for water users, division of competences and responsibilities on river basins among different public administration levels, promotion of public participation, etc). The Minister for the Environment, Cristina Narbona, declared at the end of August that, despite the advanced state of water law draft, it will not be presented to Parliament for discussion before the general election in 2008, due to lack of consensus on its content. The main conflicting aspects have to do with the regional authorities claims for competences and rights on water resources, and with the reluctance of the main water user organizations (irrigators, hydroelectric producers, etc.) to the application of the WFD’s principle of water cost recovery and water pricing to encourage water saving, efficient use and river basin protection.
